Is my dataset flawed? Trying to do object detection with masks but my masks contain a lot of black.

Here is just a tiny subset of the data:

Only using 4 labels/classes, the _background_, license plate ny, license plate tlc, license plate nj.

Here is the colab with tensorboard, it just goes to black which makes me think the _background_ is causing the issue. I originally tagged these images at full resolution since they are mostly user submissions and I wanted to use field images. Originally I have used mask rcnn on this dataset and had promising results, however it is not mobile friendly and I need that.
